Can one apply for a duplicate vehicle registration on line

I have been trying for more than 8 weeks to apply for duplicate registration papers for my car I traded in. We only have one Post Office in Port Elizabeth that offers this service (other PO's have closed and the others only do renewal of motor licenses). Either they don't have ink for the printer, their systems are off-line or there is loadshedding. They don't do duplicate registration applications on a Saturday, so I have had to take time off work each time, only to be turned away because by the time I can get off work and to the PO, the cues are so long that many are not assisted. There is usually only 2 people helping at the counter and one does disc renewals. In the mean time my old car has been sold and my new car cannot be registered !!! Is there no way that one can apply for this on-line?
